Special Operations Bureau Appointed 3/28/85 Deputy Inspector Jerianne Feiten was appointed to the Milwaukee County Sheriff's Office on March 28th, 1985. In addition to the Detention Services Bureau, Deputy Inspector Feiten has worked in the Patrol Division, Court Services Division, Training Division and the Internal Affairs Division. Presently Deputy Inspector Feiten directs the Special Operations Bureau. This Bureau includes the Central Records & Process Division comprised of Support Administration, Central Records, Courthouse Complex Building Security and Civil Process Service, Communications Division which includes Sheriff's Communications Center, central dispatch, and 9-1-1 answering point functions, Courts Division which provides services to 57 courts within the First Judicial District of Milwaukee County, WisDOT Liaison Unit which works in cooperation with Wisconsin Department of Transportation, Information and Technology Division and the Training Division. Deputy Inspector Feiten has earned a Bachelor of Science Degree from the University of Wisconsin-Milwaukee and a Masters Degree in Education from Carroll College. She is a graduate of Northwestern University's School of Police Staff and Command, and a graduate of the FBI National Academy.

Police Services Bureau Appointed 7/14/84 Deputy Inspector Welch was appointed to the Milwaukee County Sheriff's Office on July 14, 1984. She was promoted to Detective in May 1990, Sergeant in May 1994, Lieutenant in August 1995, Captain in November 1997, and to Deputy inspector by David A. Clarke Jr., in January 2003. Deputy Inspector Welch has worked in a variety of assignments such as Internal Affairs. Detention Bureau (Jail Records and Operations), Communications, Public Information Officer, Central Records & Process, the Training Division, Patrol Division, Criminal Investigation Division, and in the District Attorney's Office Organized Crime White Collar Crime Unit. Presently, Deputy Inspector Welch leads the Police Services Bureau. This Bureau includes the Patrol Division (including expressway patrolling operations in Milwaukee County, the only county in the State of Wisconsin to provide this service through their Sheriff's Office), the Airport Division at General Mitchell International Airport, and the Criminal Investigation Division. This division, often referred to as the "Detective Bureau" of the Sheriff's Office, provides supporting investigative services to all 19 of Milwaukee County's municipalities, as requested by their chiefs, as well as providing evictions services throughout the region. In addition, the Police Service Bureau includes the Sheriff's Office Targeted Enforcement Unit , a tactically-trained cadre of uniformed personnel that can fluidly and quickly focus their patrol efforts as directed by the Sheriff, in addition to providing patrolling services in support of the county's parks and transit systems. Deputy Inspector Welch graduated from the University of Delaware with a Bachelor of Science Degree in Criminal Justice and has received certification from The Wharton School of Business, America Management Association and Northwestern University Traffic Institute – School Police of Staff and Command. Office of the Sheriff Adjutant / Legislative Liaison Appointed 03/20/92 Deputy Inspector Bailey was appointed to the Milwaukee County Sheriff's Office in March of 1992. He was promoted to the rank of Detective in May of 1996, and to the rank of Sergeant in March of 1999. In February of 2005, Sheriff David A. Clarke Jr., promoted him to the rank of Captain, and in March of 2007 appointed him to the position of Deputy Inspector. Currently, Deputy Inspector Bailey is assigned as the Adjutant to Sheriff Clarke. He has served a variety of assignments within the agency, including core responsibilities as a K-9 officer in the Detention Bureau, a Detective in the Criminal Investigations Division and as the Supervisor of the Drug Enforcement Unit. In addition to his duties as Sheriff Clarke's Adjutant, Deputy Inspector Bailey monitors the legislative processes occurring in the Wisconsin State Legislature and the US Congress, and represents the Sheriff's Office as its legislative liaison to those bodies. In addition, Deputy Inspector Bailey is privileged to lead the HonorGuard of the Sheriff's Office, the agency's renowned drill and ceremony unit. In 1989, Deputy Inspector Bailey earned a Bachelor of Arts degree in Criminal Justice from Michigan State University. Police Services Bureau Criminal Investigation Division Appointed 04/28/86 Captain McCabe was appointed to the Milwaukee County Sheriff's Office on April 28, 1986. She was promoted to the rank of Detective in February 1997 and to the rank of Sergeant in January 1998. Sheriff Clarke promoted her to the rank of Lieutenant in February 2005 and the rank of Captain in July 2006. Prior to her appointment with the MCSO, Captain McCabe was a Police Officer with the Wisconsin Capitol Police for five years. Captain McCabe has had the unique experience during her 22-year career of being assigned as a Deputy, or supervising Deputies, as a Command Staff member, within every one of the major bureaus within the MCSO. The majority of those assignments have been within the Patrol Bureau and Criminal Investigations Division. Captain McCabe has also worked as a LESB Instructor at the Milwaukee County Sheriff's Training Academy and with Milwaukee Technical Colleges' Police Science Program. Captain McCabe is currently assigned to the Criminal Investigations Division where she supervises Detectives working in various assignments such as Special Investigations, General Investigations, Drug Enforcement, and various State and Federal Task Forces. Captain McCabe has attended the University of Wisconsin –Milwaukee and the Milwaukee Area Technical College. She is also a graduate of the Northwestern University School of Police Staff and Command.

Detention Bureau Jail Administration Appointed 06/10/94 Captain Nyklewicz was appointed to the Milwaukee County Sheriff's Office on June 10, 1994. He was promoted to Sergeant in 1999 and to Captain by Sheriff David A. Clarke Jr. in February of 2005. Captain Nyklewicz is currently assigned to the Detention Bureau where he performs the duties of Commander. Captain Nyklewicz has also served as the Director of the Community Justice Resource Center, which is an alternative to incarceration for non-violent offenders in need of alcohol / drug intervention treatment and programming provides educational opportunities and vocational development and placement. He has also served as the Supervisor of the Jail Classification Unit and worked in the TABS and D.A.R.E. program. Captain Nyklewicz attended Marquette University and the University of Wisconsin – Milwaukee. He is a graduate of the Northwestern University School of Police Staff and Command.

Richards is assigned to the Internal Affairs Division. She most recently performed the duties of the Adjutant to the Sheriff. She has worked a variety of assignments within the agency including Patrol, Courts, Detention, Criminal Investigations, and was a member of the Jail Transition Team during the construction of the Criminal Justice Facility. Captain Richards was also an instructor with the Training Academy and supervised the agency Honor Guard. Detention Bureau Jail Administration Appointed 9/26/83 Captain Roberson joined the Milwaukee County Sheriffs Department in September of 1983. He was promoted to the rank of Sergeant in February of 1996, and Captain in May of 2001. During his career Captain Roberson has served the community while working in several major bureaus of the Sheriff's Department. He has been assigned to the Police Service Bureau, Courts Services Bureau, Detention Services, and Airport Division. Currently Captain Roberson is a Administrative Captain assigned to the Detention Bureau 2 nd Shift. Captain Roberson was an active member of S.W.A.T. and served as an assistant team leader. He helped re-established the departments Marine Patrol Unit in 1998 and served as its supervisor until March of 2000. He served as the Dive Rescue and Recovery Unit Commander from 1997 until 2001. While assigned to the Traffic Patrol Bureau he supervised the Motorcycle Patrol Unit and continues to ride today. At the present time he is the C.E.R.T. ( Correctional Emergency Response Team) Commander for the Detention Bureau. Captain Roberson attended Concordia University in Milwaukee and U.W. Eau Claire. He is a graduate of the F.B.I. National Academy. |

Captain Erick Sitte was appointed to the Milwaukee County Sheriff's Office on June 16, 1986. He was promoted to Sergeant in August, 1992, Lieutenant in September, 1995, and Captain in November, 1997. In addition to the Detention Bureau, Captain Sitte has served in the following areas within the Sheriff's Office: Patrol/Traffic, Patrol/Institutions, Process, Parks and Transit Unit, and as a firearms instructor at the Training Academy. Captain Sitte earned an Associate Degree from Concordia Junior College and a Bachelor of Science Degree in Criminal Justice from the University of Wiscosin-Milwuakee. He is a graduate of the Northwestern University Traffic Institute School of Police Staff and Command and received a letter of commendation for "outstanding academic achievement." Detention Bureau Jail Administration Appointed: 11/19/79 Captain Keith Zauner joined the Milwaukee County Sheriff's Office on January 24, 1977, taking a position with the Neighborhood Security Program. His next position was as a Deputy Sheriff Cadet, which he held until November 19, 1979, when he was appointed as a Deputy Sheriff. During his tenure with the Sheriff's Office he has held the rank of Deputy, Detective, Sergeant, Supervisor of the B of I, Lieutenant and Captain. Jon Priebe was first hired by the Milwaukee County Sheriff's Office on February 10, 1980 as an Accountant II. He was the first accountant ever employed by the Milwaukee County Sheriff's Office. During this time, Mr. Priebe developed most of the accounting systems that are the foundation for the accounting and budgeting systems in use today. In June of 1986, Mr. Priebe left the Sheriff's Office to become the Public Safety Budget Analyst in the Department of Administration. As the Public Safety Budget Analyst, Mr. Priebe was responsible for reviewing the budgets of the Medical Examiner, the Sheriff's Office, the House of Correction and the District Attorney's Office and was responsible for preparing the County Executive's Recommended Budget for these departments. In April 1991, Mr. Priebe accepted the position of Accounting Manager at the House of Correction. While at the House of Correction, Mr. Priebe implemented new accounting, budgeting and fiscal monitoring systems for the House of Correction. He also developed new staffing plans for the existing House of Correction facilities and for the 1,000 bed expansion of the House of Correction. In January 1997, Mr. Priebe returned to the Sheriff's Office and is now the Public Safety Fiscal Administrator. In this capacity, he provides accounting, budgeting and fiscal monitoring services for both the Sheriff's Office and the House of Correction. Mr. Priebe has earned a Bachelor of Business Administration – Accounting degree from the University of Wisconsin-Milwaukee. |

Emergency Management Bureau Administrator Carl Stenbol serves as the Emergency Management Bureau Administrator. Mr. Stenbol directs emergency management response and preparedness programs for natural disasters, hazardous materials incidents and homeland security. This includes emergency planning, training and exercising programs. He served as Assistant Director of Emergency Management from July 2001 to March 2003, and previously served as an Emergency Management Coordinator with the Bureau from October 1997 to July 2001. He was an Emergency Management Specialist with State of Wisconsin Emergency Management Division from March 1992 to October 1997. In December 2001 he received Level III Emergency Manager Certification from the State of Wisconsin Emergency Management Division. He has received Emergency Management Institute training certifications for Terrorism Response Operations, Hazardous Materials Response Operations, Critical Incident Management, Incident Command System, Unified Command Operations, Evacuation Planning, Emergency Response Resource Management, and Disaster Response and Recovery Operations. He is a member of the Wisconsin Emergency Management Association Board of Directors. |
