The suspect entered the business at 7101 W. Lisbon Avenue at about 6:15 a.m. and demanded money from the cashier while implying that he had a gun.  The suspect grabbed money from the cash drawer and left the store.  He fled in a dark, 4-door auto, possibly a Dodge Intrepid.

The suspect is described as a black male, 25 to 35-years-old, 5’9”, 200-120 lbs., stocky build, medium complexion, low hair cut, slight beard and mustache, gold hoop hearing in left ear, wearing a blue sweatshirt, blue jeans, and black shoes.

Thanks in part to winning a grant from Keep America Beautiful, the City will be hosting a contest to encourage kids to come up with a 30 second Public Service Announcement (PSA) that will air on Milwaukee’s 103.7 KISS-FM. The winners of the contest will participate in the professional production of their radio PSA at the KISS-FM studios. The theme of the initiative is “Graffiti In Any Language Is Wrong!” 
The top three winners of the PSA contest will be picked up from their schools by limousines and driven to the KISS-FM studios for the professional production of their winning commercial. A special “making of” video showing the behind the scenes work of crafting the PSA will air on Milwaukee Cable TV Channel 25.
The contest will be open to all Milwaukee County kids from ages 13 to 18 years old. Posters from the Milwaukee School of Languages will be on display in March 2010 at City Hall when the contest winner is announced. A special anti-graffiti web page featuring information about the contest, information about anti-graffiti efforts, alternative activities for youth and educational materials about graffiti, will be linked on the KISS-FM website at www.1037kissfm.com. Actual production of the radio PSA is slated for March 2010. Pictures and the PSA’s from the runners-up and contest entrants will be posted on the radio station’s website for their friends to look at.
The mission of the peer-to-peer educational campaign is to help turn youth away from graffiti and towards more productive activities. At about 4 a.m. on November 17 Officer C.J. Bennett was on patrol when he heard an audible alarm and saw fire coming from a building in the 1700 block of W. Lafayette Place.  Officer Bennett immediately called for help and ran into the building to alert the residents of the fire.

Officer Shelli Lemke arrived on the scene and rushed to the second floor of the building.  While crawling on her hands and knees because of the think smoke she yelled for anyone that may be left in the building to get out.

Officer Bennett and Lemke have both been released from local hospitals after treatment for smoke inhalation.

The suspect is described as a white male, late 20’s to early 30’s, 5’10”-6’, 160-180 lbs., slim build, light complexion, slight mustache, wearing glasses, a dark baseball cap with “88” on the front, a gray hooded pullover sweatshirt with “Harley-Davidson” on the front and blue jeans.

The suspect is driving a small white 4-door auto, possibly a Toyota Echo.

Upon arrival Milwaukee Police Officer Steve Kuspa observed two citizens standing by a railing of the bridge. He came up to them and then observed them holding a third subject who was on the other side of the bridge trying to jump. 

Officer Kuspa and two citizens then pulled him back over to the other side. He was held until a police conveyance vehicle arrived to take the subject to the hospital to be checked and then out to the Milwaukee County Mental Health Complex. At about 11:30 a.m. the suspect demanded money from the victim. When the victim said that she had none the suspect asked if she had a debit card.  The suspect and the victim then went to an ATM at a business at 6th and Oklahoma where the victim withdrew money and gave it to the suspect.  The suspect then fled with the money.

The suspect is described as a black male, 17 or 18-years-old, 6'3"-6'4", slim build, 230 lbs., dark complexion, clean shaven, wearing a black baseball cap, white t-shirt, blue jeans, white tennis shoes, a black back back, and diamond stud earings.

The suspects followed a 24-year-old Milwaukee man into a store in the 200 block of E. Center Street at about 9:30 p.m.  The suspects asked the victim if he wanted to purchase drugs.  The suspects surrounded the victim when he said he wasn’t interested and started to walk out of the store.  One suspect then displayed a handgun hit the victim.  The suspects took the victim’s keys and wallet and fled in the victim’s car.

Officers responded and determined that the car that was taken was equipped with OnStar.  With the assistance of OnStar the officers were able to track the vehicle to the 3700 block of N. 9th Street.  The officers arrested 19-year-old Devaries Hughes driving the car.  Anthony Bradford, 22, was a passenger in the car and also arrested.  Both were charged with Armed Robbery by the Milwaukee County District Attorney’s Office. Brown was arrested in a north side house at about 2:30 p.m. on November 2 after police received a tip from someone who saw Brown on television.  Investigators believe that Brown may be responsible for as many as 14 recent robberies in the Milwaukee area, including several at CVS and Walgreen’s stores.  Brown will be referred to the Milwaukee County District Attorney’s Office for charges.</description><link>http://www.city.milwaukee.gov/2009November/UPDATEArmedRobberySuspectCalvinBrownArrested.htm</link><guid isPermaLink="true">http://www.city.milwaukee.gov/2009November/UPDATEArmedRobberySuspectCalvinBrownArrested.htm</guid><pubDate>Tue, 03 Nov 2009</pubDate></item><item><title>MPD &amp; City Attorney Shut Down and Board Up Gang House</title><description>Milwaukee Police Department District 2 together with the Milwaukee City Attorney's Office boarded up a gang house in the 2000 block of S. 35th St. after the District 2 Community Prosecution Unit filed a public nuisance action in Milwaukee County Circuit Court against the property owner.
 
The City Attorney's office filed a lawsuit alleging that the property facilitated criminal gang activity and was being used by individuals who intimidated neighbors and destroyed any sense of neighborhood tranquility. During an armed robbery investigation on August 9, 2009, Milwaukee Police officers searched the property and found drugs, drug paraphernalia and ammunition. Police also discovered that three known gang members were residing at the property.
 
With the closing of this house, the work of the Community Prosecution Unit - a combination of efforts of the Milwaukee Police, Milwaukee City Attorney, Milwaukee County District Attorney and the Department of Neighborhood Services - shared in a visible sign of success. The most important element is the community members. Members of the District 2 Community Prosecution Unit were on hand to board up the house and return the open spaces of this neighborhood to the residents. 
 
"As long as gangs control a neighborhood, the residents do not," Chief Edward A. Flynn said. Brown may also be using the name Donald Rouse or Don Brown.  He is 6’3”, 295 lbs., and has black hair and brown eyes.  He has a scar on his forehead and a pierced ear.

Customers at the George Webb’s at 3133 S. 92nd Street held Jennifer M. Stefanovic for police after she jumped onto the counter and announced that she had a gun during an October 24 robbery attempt.  Stefanovic had also robbed the George Webb’s at 2028 W. Mitchell Street in Milwaukee and 4845 W. Forest Home in Greenfield earlier that same day.

Investigators also linked Stefanovic to the October 7 armed robbery at the Moving Shadow Ink Tattoo Store at 4308 W. Forest Home Avenue.

Stefanovic has been charged with four counts of Armed Robbery – Implied Weapon by the Milwaukee County District Attorney’s Office.</description><link>http://www.city.milwaukee.gov/2009October/SouthsideRestaurantRobberySuspectArrested.htm</link><guid isPermaLink="true">http://www.city.milwaukee.gov/2009October/SouthsideRestaurantRobberySuspectArrested.htm</guid><pubDate>Wed, 28 Oct 2009</pubDate></item><item><title>Drug Suspect Shot After Driving At Officers</title><description>A Milwaukee Police officer shot a 30-year-old drug suspect as the man drove a van at officers attempting to stop his vehicle and arrest him for drug dealing. The incident occurred at 11:19 p.m. in the area of N. 19th St. and W. Capitol Dr. on Tuesday, October 27, 2009.

During Tuesday night’s patrol, uniformed officers from District 5 were saturating the area regarding ongoing concerns, including drug activity and violent crime. In the 4000 block of N. 19th St., officers observed what they believed to be a hand-to-hand drug transaction by a person in a van. One officer parked his squad and began to approach the driver’s side of the van on foot as his partner approached the passenger side. As the officers approached, they observed the driver making furtive movements and partially standing in the seat as if concealing something.

The driver suddenly began backing up the van toward the officers who were behind it. Believing the officers behind the van were in danger of great bodily harm, the officer on the passenger side of the van discharged his weapon, striking the driver. The suspect’s  injuries are not believed to be life-threatening. No officers were injured in the incident.

Inside the van, police recovered a significant amount of drugs packaged for sale, cash and paraphernalia commonly used in drug sales.

The suspect has an arrest record with the Milwaukee Police Department for drug possession and sexual assault. He is currently under arrest.

The officer who discharged his weapon is 35 years old with nearly five years of service.  He is assigned to District 5
 
As is standard operating procedure, the incident is under investigation by the Milwaukee Police Department and the Milwaukee County District Attorney’s Office, and the officer was placed on administrative duty pending the completion of the investigation. Flynn that a DNA sample has led to the clearance of a 1989 homicide in Milwaukee.

Rita D. Scott was killed on September 15, 1989 on the city’s north side. Her murder went unsolved for 20 years until the Milwaukee Police Homicide Cold Case Unit resubmitted DNA samples during their investigation into a number of unsolved homicides of women in Milwaukee. Detectives from the unit resubmitted the DNA evidence in January 2009 and in May, a match was found between the submitted profile and Illinois serial killer Lorenzo Fayne.

Fayne is currently serving five life sentences at the Menard Correctional Institution in Chester, Illinois for the killing of five children in the early 1990s. Fayne was on Death Row until his sentence was commuted by former Illinois Governor George Ryan.

“I am proud of the work of the Milwaukee Police Homicide Cold Case Unit in bringing to justice those criminals who may have stopped looking over their shoulder,” Chief Flynn said. “Just because justice is delayed doesn’t mean it is forever denied.”

Milwaukee County District Attorney John Chisholm said of the unit, “This case again demonstrates how we will continue to work with our law enforcement partners to bring justice to victims and their families.”

The Unit gained international attention in September when Chief Flynn announced that the unit had identified and arrested serial killer Walter Ellis after connecting his DNA profile to the deaths of nine women over 21 years. Ellis has been charged in seven of those homicides.

The Unit has submitted evidence in about 70 cold case homicides to the State Crime Lab and is awaiting results on about 20 of those cases. Silver Spring.

Milwaukee Police arrested Johnny R. Bibbins, 35 of Milwaukee, on October 22.  Bibbins is on parole for two prior robberies.  Bibbins implicated Bobby R. McGhee, 35, as his getaway driver.  McGhee was arrested and admitted to detectives that that he drove for Bibbins and that Bibbins gave him money for his efforts.

Bibbins and McGhee were each charged with one count of Robbery of a Financial Institution by the Milwaukee County District Attorney’s Office.</description><link>http://www.city.milwaukee.gov/2009October/UPDATECrossDressingBankRobberArrested.htm</link><guid isPermaLink="true">http://www.city.milwaukee.gov/2009October/UPDATECrossDressingBankRobberArrested.htm</guid><pubDate>Tue, 27 Oct 2009</pubDate></item><item><title>Suspects Caught Using Victims’ Credit Cards at Restaurant</title><description>Milwaukee Police quickly arrested five suspects believed to be responsible for an October 15 armed robbery on Milwaukee’s north side.  A 60-year-old man was working with a friend in his garage in the 2300 block of N. Grant Boulevard when the suspects took their cell phones, money, and wallets.  One of the suspects was holding a pistol grip shotgun at the time of the robbery.  The suspects fled, and the victims flagged down an officer who was patrolling the area.  Police Officer Doug Anderer checked the area and arrested one suspect in a nearby alley, while a second suspect was arrested by other squads that were responding to the area.  Officers found the shotgun that was used in the crime in a yard the suspects had been in.

While the officers were at the scene of the robbery the victims called their credit card companies to report the cards stolen.  They were told that the cards were being used at Judy’s Red Hots at 48th and Lisbon.  Detectives immediately went to the restaurant and arrested three more suspects as they tried to discard the victims’ credit cards and flee.

The Milwaukee County District Attorney’s Office has charged 18-year-old Marcus D. Jovonte H. Love and a 17-year-old accomplice entered the store at 531 W. Lapham at about 2:15 p.m. The 17-year-old grabbed four pairs of shoes and walked out of the store without paying.  When an employee of the store tried to stop her Jovonte Love intervened with a pistol.  He took money from the employee and from the store’s cash register.

The victim knew Love as someone who had previously been in the store.  He was later able to identify Love for investigators, and officers from District 2 went to Love’s home on October 11.  Love ran from the house, but was arrested later that day.  Officers found some of the stolen shoes in Love’s home. Love later identified his accomplice, who was arrested on October 12.

The Milwaukee County District Attorney’s Office has charged Jovonte Love and the 17-year-old girl each with one count of Armed Robbery.

Sergeant Quinlan was patrolling the area of N. 64th Street and W. Capitol Drive shortly after 2 a.m. on October 16 when he saw two suspects kicking in the front door to Domino’s Pizza at 6327 W. Capitol Drive.  The suspects ran as soon as they saw Sergeant Quinlan, but Sergeant Quinlan caught one of the suspects in a yard in the 3900 block of N. 64th Street.  The 36-year-old Whitewater man is currently on parole supervision for burglary. At about 4:45 a.m. the suspect forced an employee into the restaurant and took money from the registers and safe while he displayed a gun.  The suspect then fled southbound from the restaurant on foot.

The suspect is described as a black male in his mid-20’s, 5'7"-5'9", 170-210 lbs, wearing a shirt on his head, a black jacket and blue pants with red and white writing on them.

Officers responded to a domestic disturbance at an apartment in the 8100 block of W. Hampton Avenue shortly before 1 a.m. on October 9.  When the officers arrived the suspect, who had three young children with him, armed himself with a handgun and held one of his children while threatening to shoot the officers.

The officers called for additional resources, and members of the Neighborhood Task Force’s Tactical Enforcement Unit and negotiators from the Criminal Investigation Bureau responded.  The negotiators maintained dialogue with the suspect for several hours, and when it appeared as if the suspect had fallen asleep the tactical officers entered the apartment.  When the suspect struggled with the officers an electronic control device was used to subdue him.  He was arrested, and all three children were found unharmed and reunited with their mother.

Officers from District 5 and the Tactical Enforcement Unit of the Neighborhood Task Force were working in concert with the Violent Crime Impact Team, to seize illegally possessed guns and drugs.

As the officers were breeching the door to the house named in the search warrant, they loudly identified themselves as police officers. As the officers entered, a subject from the house shot at the officers, striking one officer in the arm. At least one officer returned fire but no one else was struck. The officer is being treated at Froedtert Memorial Lutheran Hospital and is expected to make a full recovery. Chief Edward A. Flynn visited with the officer at the hospital after the shooting where Chief Flynn said the officer, “was in good spirits and was surrounded by family and friends.”

The officer is 44 years old with 17 years of service in the Milwaukee Police Department. He is assigned to the Tactical Enforcement Unit of the Neighborhood Task Force. 

Police arrested six suspects from the house, including the target individual named in the search warrant, and they are currently being questioned.  Milwaukee Police recovered a handgun from the residence and are currently tracing its origins.

As is standard operating procedure, the incident is under investigation by the Milwaukee Police Department and the Milwaukee County District Attorney’s Office. Officer Smolen investigated a burglary on September 11 in the 3800 block of W. Galena where a 60” flat screen television was taken from a house.  Realizing there was a good chance for evidence recovery at the scene, Officer Smolen asked for assistance from technicians assigned to the Identification Section who recovered fingerprints believed to be the suspects’.  Officer Smolen later received a tip that the suspects took the television to a house near N. 38th and W. Cherry.  He located the television in the basement and more fingerprints were processed.

Two suspects were identified by the fingerprints, and on September 24 Officer Smolen spotted one suspect, Dontrell Dolton, while he was on patrol.  Officer Smolen arrested Dolton. Scott A. Deutscher, 29 of Milwaukee, pulled a knife and demanded money from the El Greco Restaurant, located in the 9100 block of W. Appleton, shortly after 3 p.m.  After Deutscher tried to open the cash register the owner called for the assistance of other employees who chased him from the restaurant.  Deutscher cut one of the employees with a knife while being chased, but was arrested with the assistance of Detective Bender in the 8900 block of W. Villard.

Investigators determined that Deutscher matched the description of the suspect who robbed Video West, located in the 8500 block of W. Lisbon, on both September 13 and September 14. The victim fled to a laundry room where Lockhart hit him with a chair.  Hatcher and Lockhart then took property from the victim, including the victim’s car.

The victim was able to identify Hatcher, who was arrested and told investigators that Lockhart was his accomplice.  Lockhart was arrested, and both suspects were charged with Armed Robbery by the Milwaukee County District Attorney’s Office.  Lockhart recently served prison time for a previous robbery. Tracy shortly after Tracy robbed a Milwaukee couple of their car.  Tracy, an 18-year-old Milwaukee man, approached the victims on their parking slab in the 4200 block of N. 16th Street at about 11:20 p.m. on September 10.  He took the victims’ car, along with the victims’ wallet, purse, and other property.

The victims’ Chevy Tahoe was equipped with the On Star system, which monitors the location of the car.  Using the On Star system officers were able to find the car in the 3400 block of W. Garfield with Tracy driving.  Tracy was arrested, and officers found the .38 caliber revolver Tracy used in the robbery under the front seat.

The DNA belonging to Walter E. Ellis, 49, of Milwaukee, was found on the bodies of nine women; eight prostitutes and one female who was a runaway who was involved in the drug trade. The homicides occurred between 1986 and 2007 on Milwaukee’s north side. 

“This case was solved with shoe leather and science,” said Chief Flynn. “Continuing advances in DNA technology have enabled us to link these homicide cases, and it was good police work pursuing numerous leads that led to the arrest of a suspect.”

When it comes to crime, too many people are asking the wrong questions about the impact of the economy on crime. We know that unemployed factory workers don't start snatching purses or break into their neighbor's home.
 
Milwaukee Police Chief Edward A. Flynn said back in November at a meeting of the International Association of Chiefs of Police that the impact of the declining economy would first be seen in stressed families, made more so by financial uncertainty, resulting in increased domestic violence and child abuse. 

The first quarter homicide numbers in Milwaukee bear that out and Chief Flynn said today in announcing the data, “We are sounding the alarm.”

The Milwaukee Police Department’s data shows that 41 percent of homicides in 2009 have been due to family violence – either domestic violence or child abuse. That three-month total is more than twice the entire number of family violence-related homicides annually over the past 10 years.

In the entire year of 2008, 15 of 71 homicides were due to family violence – 21 percent. This year, after only three months, that percentage has nearly doubled with 7 of 17 homicides resulting from child abuse or domestic violence.

“I can put cops on the dots where crime occurs but I can’t put them inside homes to deter family violence,” Chief Flynn said. “Public safety is not a spectator sport and we need the community to share resources and to watch out for one another.”

Chief Flynn, a board member of the national group, Fight Crime: Invest in Kids, strongly supports parent coaching programs, “because we know children who are maltreated are more likely to commit crimes as adults,” he said.

The first quarter crime data clearly shows the continuing decline of major crime in Milwaukee.  Highlights include a 20 percent reduction in robbery, a 23 percent reduction in aggravated assault, a 20 percent reduction in burglary, and a 30 percent reduction in auto theft.

“I wanted to announce these numbers in the heart of Milwaukee’s entertainment district,” Chief Flynn said.  “I am sending the message to our community that Milwaukee is open for business. This is a safe place for everyone to come to enjoy all that this city has to offer and the Milwaukee Police Department is clearly having a positive effect. Our presence is being felt.”

“Public safety has always been my top priority, and these numbers show that we remain on the right track,” Mayor Tom Barrett said.  “I’m pleased with the positive trend.  I thank Chief Flynn, members of the police department and everyone in the community who has participated in crime reduction and prevention plans.”

Chief Flynn cited the combination of hard work, resource allocation, the Differential Police Response Unit, information sharing between detectives and patrol officers and special investigations set up by the district commanders for the continuing downward trend in violent crime.

The suspect entered the credit union shortly before 9:30 a.m., displayed a handgun, and demanded and obtained money.  The suspect then fled eastbound on foot.

The suspect is described as an African-American male in his early to mid 20’s, 5’8”-5’10”, 150-160 lbs., with a medium build and complexion.  He was last seen wearing a black hooded sweatshirt with a zipper, black pants, white tennis shoes, and a white mask over the lower portion of his face.
