The suspect entered the credit union shortly before 9:30 a.m., displayed a handgun, and demanded and obtained money.  The suspect then fled eastbound on foot.

The suspect is described as an African-American male in his early to mid 20’s, 5’8”-5’10”, 150-160 lbs., with a medium build and complexion.  He was last seen wearing a black hooded sweatshirt with a zipper, black pants, white tennis shoes, and a white mask over the lower portion of his face.

District 5 Officers Chad Boyack and Nathan Fager saw four individuals loitering in the roadway in the 200 block of E. Burleigh.  As the group began to walk away from the officers the suspect pulled a .25 caliber handgun from his pocket and threw it on the ground.  The suspect was arrested and the officers learned that he is a convicted felon and on probation for a drug offense. Seven mass shootings have left 53 people dead since March 10 and it is often the patrol officer who is the first responder to these incidents. Law enforcement has learned many lessons from the tragedy of Columbine. One such response has been that police agencies nationwide are stepping up the types of weapons officers carry so they can respond to active shooter situations that endanger officers and the community’s lives. Flynn.

The first quarter crime data clearly shows the continuing decline of major crime in Milwaukee.  Highlights include a 20 percent reduction in robbery, a 23 percent reduction in aggravated assault, a 20 percent reduction in burglary, and a 30 percent reduction in auto theft.

“I wanted to announce these numbers in the heart of Milwaukee’s entertainment district,” Chief Flynn said.  “I am sending the message to our community that Milwaukee is open for business. This is a safe place for everyone to come to enjoy all that this city has to offer and the Milwaukee Police Department is clearly having a positive effect. Our presence is being felt.”

“Public safety has always been my top priority, and these numbers show that we remain on the right track,” Mayor Tom Barrett said.  “I’m pleased with the positive trend.  I thank Chief Flynn, members of the police department and everyone in the community who has participated in crime reduction and prevention plans.”

Chief Flynn cited the combination of hard work, resource allocation, the Differential Police Response Unit, information sharing between detectives and patrol officers and special investigations set up by the district commanders for the continuing downward trend in violent crime.

When it comes to crime, too many people are asking the wrong questions about the impact of the economy on crime. We know that unemployed factory workers don't start snatching purses or break into their neighbor's home.
 
Milwaukee Police Chief Edward A. Flynn said back in November at a meeting of the International Association of Chiefs of Police that the impact of the declining economy would first be seen in stressed families, made more so by financial uncertainty, resulting in increased domestic violence and child abuse. 

The first quarter homicide numbers in Milwaukee bear that out and Chief Flynn said today in announcing the data, “We are sounding the alarm.”

The Milwaukee Police Department’s data shows that 41 percent of homicides in 2009 have been due to family violence – either domestic violence or child abuse. That three-month total is more than twice the entire number of family violence-related homicides annually over the past 10 years.

In the entire year of 2008, 15 of 71 homicides were due to family violence – 21 percent. This year, after only three months, that percentage has nearly doubled with 7 of 17 homicides resulting from child abuse or domestic violence.

“I can put cops on the dots where crime occurs but I can’t put them inside homes to deter family violence,” Chief Flynn said. “Public safety is not a spectator sport and we need the community to share resources and to watch out for one another.”

Chief Flynn, a board member of the national group, Fight Crime: Invest in Kids, strongly supports parent coaching programs, “because we know children who are maltreated are more likely to commit crimes as adults,” he said.

The suspect was driving his 2005 Harley-Davidson motorcycle southbound on S. Kinnickinnic Avenue at about 11:30 p.m. on March 26 when he rear-ended another motorcycle.  The suspect was conveyed to the hospital where officers arrested him for Operating While Intoxicated.  His injuries are not believed to be life threatening.  The other motorcyclist was not injured as a result of the crash.

Officers Brian Maciejewski and Joseph Zawikowski were on bicycle patrol in the 3500 block of West Burleigh Avenue shortly after 8:30 p.m. when they saw the man loitering near a corner store.  The man appeared to be very nervous, and eventually admitted he was concealing a gun.  The suspect was arrested and the officers found that he was concealing a loaded sawed-off shotgun in his jacket. Flynn conducted a “Roll Call in the Street” on March 17 at N. 38th Street and W. Galena Street. This is an area that has been beset with various challenges. Chief Flynn started “Roll Call in the Street” as a highly visible sign of police presence in the neighborhoods in which district and Neighborhood Task Force officers are working to reduce crime, fear and disorder.
 
Milwaukee Police roll calls are held directly before officers hit the street for their daily tour of duty. They receive department communication and their commander gives out the assignments and conducts an inspection of the officers for appearance and to ensure they have the proper equipment for patrol.
 
Roll call is usually held inside, behind closed doors. After he was sworn in, Chief Flynn announced that he would periodically bring roll call to the neighborhoods where the district officers and the officers of the Neighborhood Task Force will be working. Chief Flynn will personally conduct the inspection of the officers before they hit the streets.

He was chosen for training after the Humane Society Behavior Manager recommended him to MPD Vice Control Detective Glen Bishop for MPD's Drug Detection Canine Program. Bishop has asked area Humane Society personnel to be on the lookout for dogs that fit the profile for MPD's purposes.

Officers Daniel Robinson and Kieran Sawyer from District 7 stopped the car at 1:30 p.m. in the 4600 block of N. Hopkins Avenue. The passenger was arrested after Officer Sawyer saw marijuana sticking out of his pocket. When Officer Sawyer searched the suspect he found a 9mm handgun in his waistband. Cocaine was also found on the suspect. Officers responded to the report of a suspicion person and auto in the 2400 block of N. Humboldt Blvd. Shortly after 1 a.m. on March 11.  The officers spoke with a witness who provided them with descriptions of the suspects and the auto. The area was checked with out locating the suspects. 

Shortly after 3 a.m. the same officers were investigating the report of a fight in the 3200 block of N. 16th Street when they saw a car matching the description of the suspicious auto on Humboldt.  They stopped this auto and their investigation revealed that the 2 adult male occupants had committed a burglary to a home in the 2400 block of N. Humboldt earlier that night. The two suspects were arrested and property belonging to the victim was recovered in the suspect’s auto. Milwaukee Police Chief Edward A. Flynn, Milwaukee Mayor Tom Barrett, Alderman Michael Murphy, and members of the Neighborhood Task Force rededicated the station, located at 4715 W. Vliet Street, on March 6. 

The NTF was formed June 1, 2008 and is a highly visible, multi-disciplinary policing presence in hot spot locations aimed at driving down street-level crime and disorder. The NTF is comprised of the Canine Unit, Fugitive Apprehension Unit, Marine Operations Unit, Motorcycle Unit, Mounted Patrol Unit, Street Crimes Unit and the Tactical Enforcement Unit.

The former Police District 3 building was vacated in December 2001 when the new District 3 building was constructed at 2333 N. 49th Street. In addition to District 3, that building also houses the Technical Communications Division.

Additionally, while in D.C., Chief Flynn met with Senator Dianne Feinstein. As a group, they met with Sen. Harry Reid.

Officers Richard Villanueva and Eric Laux stopped a car without a front license plate at about 8:30 p.m. near S. 41st Street and W. Greenfield Avenue.  When the officers approached the car they saw a shotgun on the floor near the passenger's feet.  The officers searched the rest of the car and found a pistol, two sawed off shotguns, ammunition, masks, duct tape, knit hats, and gloves.  The suspects were arrested, and when questioned by detectives admitted that they were planning a robbery.
 
The driver, John Leon, has been charged with Conspiracy to Commit a Robbery.  The passenger, Pedro Caliz-Torres, has been charged with Conspiracy to Commit a Robbery, three counts of Felon in Possession of a Firearm, and two counts of Possession of a Short Barrel Shotgun. Shortly after 5 p.m. on January 3, Officers Jovan Petkovich and Erik Nordstrum stopped a car for speeding in the 4000 block of West Fond du Lac Avenue. The officers found that that the driver, a 24-year-old male, had an outstanding warrant for his arrest. The officers searched the vehicle, and found a .32 caliber handgun in the trunk. The suspect is a previously convicted felon. He was arrested for Felon in Possession of a Firearm. 

Shortly before 8 p.m. on January 3, Officers Darcie Trunkel and Craig Leffler stopped a car driving recklessly in the 4900 block of North 49th Street. The officers detected the scent of burning marijuana coming from the vehicle so they arrested the 40-year-old male driver. The officers searched the vehicle and found a .38 caliber handgun in the glove box. At about 5 p.m. on January 13, detectives provided officers at District 4 with surveillance video of a suspect committing a Strong Arm Robbery in the 5400 block of W. Fond du Lac Avenue on January 12.  At about 10:30 p.m. Sergeant Willie Lee was walking through the lobby at the district to go home for the night when he recognized the man standing at the front counter as the suspect in the video.  The man was at the station to ask about the arrest of his girlfriend earlier in the night.  The suspect was quickly arrested after Sergeant Lee reviewed the video with Lieutenant Raymond Banks to confirm this was in fact the same man.
 
The suspect is a 19-year-old Milwaukee man who is currently on probation for Robbery. Lakes, rivers and large bodies of water are hazardous when the water freezes. Children often see the frozen water as an opportunity to play, but do not realize that the ice may not be strong enough to hold them, causing them to fall through the ice resulting in unintentional drowning.

Safety comes first when children are around any body of water.  The Milwaukee Police Department encourages parents and guardians to constantly monitor the activities of children when they are near or in water. Do NOT, walk, bike or ride in motorized vehicles on frozen bodies of water.

The Milwaukee Police Department asks you to be aware of suspicious activity near parked cars, especially when suspects are seen spending an unusual amount of time near a car’s license plates.  Call police to report suspicious activity.

·	Using theft-resistant license plate screws (available at local auto parts stores)
·	Cleaning your license plate before affixing the sticker

Officer Boyack saw the suspect and his accomplice at a gas station in the 4400 block of N. Green Bay Road on January 21.  He remembered the clothing the suspect was wearing from the description of a suspect in an armed robbery that happened on January 20 in the 4300 block of N. 16th Street.  The two individuals, a 17-year-old man and an 18-year-old man, were arrested.  Property belonging to the victim was also found on the 17-year-old.

Officers were able to later recover the .32 caliber handgun used in the robbery.  They also arrested a 12-year-old boy who was a third accomplice in the robbery.  The 17-year-old and the 18-year-old have both been charged by the Milwaukee County District Attorney’s Office with one count of armed robbery each. Officers Boyack and Fager were on patrol in the 1500 block of W. Atkinson Avenue at about 1 a.m. on January 24 when they saw a suspect pushing a snow blower on the sidewalk. Because of the time of day, the lack of fresh snow, and recent snow blower thefts, the officers stopped the suspect.  The suspect couldn’t provide the officers any information about how he got the snow blower so the officers looked further and found that it had been taken from a shed two blocks away. The snow blower was identified by the owner and returned to him.

The 41-year-old suspect is a four-time convicted felon with three prior arrests for burglary and one for robbery. The officers were conducting a business check in the 1400 block of W. Locust Street when a subject’s suspicious behavior attracted Officer Vagnini’s attention. Officer Vagnini approached this subject and noticed what appeared to be a bottle sticking out of the subject's pocket. The subject began to walk away from the officer, who believed the subject was shoplifting. Officer Vagnini also noticed an aroma of marijuana and alcohol emanating from the subject, who kept putting his right hand in his pocket. Refusing Officer Vagnini's instructions to remove his hand from his pocket, Officer Vagnini patted the subject down and found a loaded 9mm semi-automatic pistol. The suspect is a convicted felon. He was arrested for Felon in Possession of a Firearm and Carrying a Concealed Weapon. The officers determined that the driver’s license was revoked.  The driver was arrested and when the officers searched the van they found 15 tinfoil bindles of heroin in the passenger compartment.  The officers also found prescription medication on one of the passengers that was not contained in the appropriate container.  She is currently out on bail for a possession of drugs and drug paraphernalia case in Waukesha County.  The four occupants of the van will be referred to the Milwaukee County District Attorney’s office for possible charges. Officer Glenn Podlesnik and Officer Alfred Herrmann stopped the 39-year-old suspect for a traffic violation in the 900 block of W. Lincoln Avenue shortly after 10 a.m. on January 3.  The suspect gave the officers a name that did not come back on computer records, so the officers used the new RapID mobile fingerprint system to determine the suspects true identity. Using this information the officers learned the suspect was wanted for 1st Degree Sexual Assault from an October 2000 incident. Vann was wanted for False Imprisonment and Battery for a November 2 incident where he forced his way into his ex-girlfriend’s car and drove her and their child around for two hours while threatening and battering her. Burleigh at about 1:45 a.m. when a citizen alerted them that he had just been the victim of an armed robbery.

The officers saw four suspects running.  They pursued the suspects, catching one and seeing the others run into a house in the 3000 block of N. 29th Street.  Officer Brooks caught a second suspect as he fled out a side door.  Two of the four suspects were arrested.

The officers searched the flight path and found a BB gun that was used in the robbery. people waiting to buy parking permits at the kiosks in the police district stations.
“If people are already here in our district stations do a piece of business, I thought
perhaps we could make ATMs available to them in a safe environment, as well,” Chief
Flynn said in announcing the measure today.
In a partnership with Prime Financial Credit Union, MPD has install the machines in the
lobby area of the following district stations:
·  Police District 1 – 749 W. State Street (just outside municipal court at the
security check point)
·  Police District 3 – 2333 N. 49th Street
·  Police District 5 – 2920 N. 4th Street
The ATMs located in the police district stations offer a safe place for people to use a
machine when they may be reticent to use one in a dark, desolate area. The police station
locations also allow police personnel to use the ATMs that are connected to one of the

MPD is recommending that caution be used when conducting transactions on the Internet, including Craigslist.  Always meet in public spaces and take someone with you when meeting with people you met on Craigslist.

Sergeant Joseph Seitz was driving westbound on W. Blue Mound Road when he saw a Chrysler minivan rear-end a car that was stopped at the red light at N. 52nd Street.  The suspect then quickly drove off.  Sergeant Seitz called 911 and followed the suspect to a parking lot at N. Glenview and W. Blue Mound, where he detained him until on-duty officers arrived.

The suspect, a 54-year-old Milwaukee man, appeared to be impaired by alcohol.  He failed field sobriety tests and was arrested.  A breath test revealed the suspect’s Blood Alcohol Concentration (BAC) to be twice the legal limit.  This is the suspect’s second drunk driving offense, having last been convicted in December 2008.

The car the suspect hit sustained minor damage. The first suspect is a black male between 20 and 30 years old.  He is 5’11” – 6’1” tall.  He was last seen wearing a black skullcap, and a black jacket with an “R” on the back.

The second suspect is a black male between 20 and 30 years old.  He is 5’10” – 6’0” tall.  He was last seen wearing a black baseball cap, a black hooded zip-up sweatshirt, and black pants.

The suspect got onto a Milwaukee County bus at S. 13th Street and W. Lincoln.  The suspect and the victim, a 19-year-old man from Milwaukee, argued on the bus before they exited together on S. 13th Street.  Shortly after exiting the bus the suspect shot the victim.
 
The suspect is black male in his late teens wearing dark clothing and a backpack.  The backpack has a logo on it, possibly of the University of Wisconsin – Milwaukee Panthers. Starting on March 1, 2009 applicants can go to any Milwaukee Police district station to get “Night Shift Workers” and “Disabled Night Permits.”  Previously, applicants obtained permit applications at District Stations, but had to go to the Traffic Records Section at 49th and Lisbon to pick up their permits.  Also effective March 1 permits will not be mailed to applicants after they apply at the District Station. These permits will be immediately issued at the District Station upon verification. Each of these permits is described below.  Permit holders are reminded that they must still obey odd/even parking regulations.

NIGHT SHIFT WORKERS – Anyone employed as a Late Shift (Night Shift) Worker and is unable to find off street parking or employer does not provide parking, are eligible for this permit. Only one permit is available to each Night Shift Worker.  Benefits for this permit are the same as those who purchase the Quarterly/Annual Night Parking Permits.

DISABLED NIGHT PERMITS - These permits are available to anyone with a Permanent Disability.   (Temporary Disabled Individuals are not eligible). The suspect is a white male between 40 and 50 years old, 6’1” to 6’5”, 160-180 lbs., blonde hair, and light colored facial hair.  He was wearing blue flannel jacket that he discarded at the scene, a gray hooded sweatshirt, light colored cargo pants, black gloves, and mirrored sunglasses.

Officer Christina Marshal and K9 Kenny assisted Officer Derek Vernon and K9 Cyrus when they tried to stop a car for speeding at N. 17th and W. Highland at about 1:30 a.m. on January 29.  The driver didn’t stop for the officers, but continued for a few blocks and then ran from the car.  Officer Vernon and Cyrus ran after the suspect, who suddenly stopped when he heard Cyrus barking.

The officers later determined the van was recently stolen. Officers Richard Gordy and Gary Cole were conducting some follow-up in the 3100 block of North Julia Street at about noon on Feb 15, when the officers noticed some tire marks from a garbage cart in the snow leading from the back of a house to the front. The officers discovered a forced open door in the back and a brick in the basement that had been used to force the door.  The officers notified the owner of the entry.  The owner told the officers that a water heater was missing. 

The officers followed the tire tracks, which led to the back of another house in the 3100 block of N. Julia. The officers spoke with the resident, who told them that an acquaintance came over to borrow some tools.  The resident then noticed this suspect taking a water heater into the basement. The officers found the stolen water heater in the basement.  A photo array was shown and the resident identified the suspect, a 49-year-old Milwaukee man.  The suspect was arrested and told officers he bought the water heater from someone on the street. The officers found a 19-year-old man in the house who claimed he lived there alone. There were two other men, an 18-year-old and a 19-year-old, sitting on a couch and one of them matched the description of the subject with the gun. The officers found a 12-gauge shotgun hidden under a bed. The 18-year-old was arrested on warrants.  The officers determined that the 19-year-old who matched the description of the man with the gun lied about his name and age.  He was eventually identified as a 17-year-old who is a convicted felon.
