The Division is under the Milwaukee County Office of the Sheriff and staff includes an Administrator, an Emergency Management (Hazmat) Coordinator, three Municipal Emergency Services Coordinators and two clerical support persons.
The goal of the Division is to coordinate countywide disaster preparedness, response and recovery efforts for severe weather, hazardous material incidents, and homeland security. Activities include:

- Homeland Security Preparedness
- Warning and Communications
- Training and Exercising
- Public Education and Information
- Damage Assessment and Recovery
- Fiscal and Grants Administration

The Division maintains a 24/7-response capability. An after hours on-call duty officer is always available to assist with the notification of response agencies, local government units, and can provide information on response and recovery resources. The Division can provide a mobile emergency response command post, communications equipment, and assistance with resource coordination.
For the purpose of emergency management preparedness, Milwaukee County has been split into five zones. Zone A is the North Shore communities of Bayside, Brown Deer, Fox Point, Glendale, River Hills, Shorewood, and Whitefish Bay. Zone B is the City of Milwaukee. Zone C includes Wauwatosa, West Allis, and West Milwaukee. Zone D includes Franklin, Greendale, Greenfield, and Hales Corners. Zone E includes Cudahy, Oak Creek, St. Francis, and South Milwaukee.
